ECAP - Enterprise Charlotte Airport Park

 
 

Enterprise Charlotte Airport Park (ECAP) district is a special designation of approximately 4300 acres - created by a county ordinance in 2004 that includes the Punta Gorda Airport (PGD). A portion of the ECAP (approximately 2800 acres) make up a brownfield area available for additional incentives (see blue boundary bottom map). To encourage quality industrial development, the district was established to allow for mixed-use zoning while requiring enhanced architectural and landscape standards.

 

The ECAP is governed by the Comprehensive Plan Designation and Zoning Code. (See links to the right.)


An Infrastructure Incentive Program was also created to assist private property owners with road and utility improvements. The ECAP is one of the few undeveloped large tracks of industrial land available in Charlotte County. With direct access to I-75 and centrally located between the other regional centers of Fort Myers and Sarasota, the ECAP is shaping up to be Charlotte County’s industrial hub.

 

The Brownfield Redevelopment Bonus Refund is available to encourage redevelopment and job creation within designated brownfield areas. A pre-approved applicant may receive a tax refund equal to 20 percent of the average annual wage of the new jobs created in a designated brownfield area up to a maximum of $2,500 per new job created. Refunds are based upon taxes paid by the business, including corporate income, sales, ad valorem, intangible personal property, insurance premium, and certain other taxes.


No more than 25 percent of the total refund approved may be paid in any single fiscal year. The Brownfield Redevelopment Bonus may be awarded in addition to the Qualified Target Industry (QTI) Tax Refund provided under s. 288.106, Florida Statutes.
